Will this set blow over in the wind? Are the seats comfortable?

It depends on how windy it is in your area but it is fine on my porch and it is rather breezy here. They are not extremely comfortable but also not uncomfortable. I love the little set.

Does the table come with chairs?

Yes. And very sturdy as well. Everything comes folded in a flat box

16.5 width…should I order seat cushions with 16.5 width? Yes, I am serious! Thanks

That will be totally up to you. However, the seats are comfortable without the cushions; my personal opinion.

Is it water proof?

I’ve had my set outside and never had an issue. Held up beautifully through winters.
